Creating a Policy for Certificate Re-enrollment

The default re-enrollment policy defines a baseline behavior that applies to all certificates in your cryptographic infrastructure; the same re-enrollment rules will apply to all certificates irrespective of the issuing Certificate Authority.

A CA-specific re-enrollment policy is created when the re-enrollment requirements are specific to a CA (and the certificates issued by that CA) and their governing organization policies.
